Try testing the drive with Data Lifeguard Diagnostics.
How to test a drive for problems using Data Lifeguard Diagnostics for Windows
Hello,
Are you connecting the drive on a USB 2.0 or USB 3.0? If is a 3.0, make sure that you update the USB Drivers.
That’s a typical speed for USB 2 drives. A lot of things affect the transfer speed. The speed of the drive being copied from, AV and security software etc.

Here’s what I get on a 1TB MyPassport Ultra, system at idle–more or less ideal circumstances with a synthetic benchmark. Real file copies could vary considerably.
Left capture is USB 3. Right is USB 2.
I agree with Joe and Help4All if you are on a USB 3 connection and getting numbers like that. It took me a lot of work to get USB 3 working correctly. Check your drivers.
